Following a recent trip to Hawaii, Guam, Japan, Thailand, India, and South Korea, Deputy Secretary of Defense Ashton B. Carter will describe the contours of the United States’ strategic rebalance to Asia. In his address, he will outline a number of the concrete steps the United States is taking to advance security and prosperity in the region, including adjustments to force structure and force posture, investments in new capabilities, and initiatives to strengthen defense relationships with allies and partners. Deputy Defense Secretary Carter will be joined in conversation with Ashley J. Tellis, Senior Associate, Carnegie Endowment for International Peace.

Ashton B. Carter is the Deputy Secretary of Defense and a member of President Obama’s Government Accountability and Transparency Board. Previously, Dr. Carter was Under Secretary of Defense for Acquisition, Technology and Logistics and was the Assistant Secretary of Defense for International Security Policy during the Clinton Administration. He has also served on the Defense Science Board, the Defense Policy Board, the Secretary of State’s International Security Advisory Board and the Congressional Commission on the Strategic Posture of the United States. Dr. Carter has been awarded the Department of Defense Distinguished Service Medal three times and the Defense Intelligence Medal once. He earned his bachelor’s degrees from Yale University and was awarded his doctorate from Oxford University.

Ashley J. Tellis is a senior associate at the Carnegie Endowment for International Peace, specializing in international security, defense, and Asian strategic issues. Previously, he served as senior adviser to the ambassador at the U.S. Embassy in New Delhi. He also served on the National Security Council staff as special assistant to the president and senior director for Strategic Planning and Southwest Asia. Prior to his government service, Tellis was senior policy analyst at the RAND Corporation and professor of Policy Analysis at the RAND Graduate School. Tellis is a member of the Council on Foreign Relations, the International Institute of Strategic Studies, the United States Naval Institute, and the Navy League of the United States.
